Course Overview

To become a Registered Estate Agent in Malaysia, one will have to first obtain a qualification recognised by the Board of Valuers, Appraisers, Estate Agents & Property Managers Malaysia (BOVAEP).  The qualification could be obtained by following the simple 6 steps as per below.

With a recognised qualification, you can then register as a Probationary Estate Agent with a Registered Estate Agency, and complete your Test of Professional Competence during the probation period. The Test of Professional Competence consists of:

  • Diary
  • Record of Experience
  • Task 1 & Task 2
  • Final Interview

Once you have passed the Final Interview at BOVAEP, you will then be awarded the Authority to Practice as an Estate Agent, which the public refers to as the Estate Agent License.

With an Estate Agent License, you will be able to set up an estate agency and recruit Real Estate Negotiators (RENs) to work for you. With BOVAEP’s latest circular on 15 November 2018, a Real Estate Agent is entitled to recruit up to 50 RENs.

Examination Eligibility

Part 1

  • Candidates must show proof to the satisfaction of BOVAEP that he/she possess not less than a Sijil Pelajaran Malaysia or its equivalent with not less than five (5) subject passes of which at least three (3) shall be credit level passes and at least one (1) of the credit level passes shall be in Mathematics/Science/Accounts/Commerce
Part 2
  • Candidates must show proof that they have passed PART 1 of the examination

Examination

  • The examinations will be held once a year, in July/August
  • The Application Forms for the Estate Agent Examination can be procured from BOVAEP or LPEPH
  • The date of the examinations shall be published in at least two local newspapers
  • Completed application forms must be submitted to BOVAEP on dates as specified by BOVAEP
  • There are six (6) subjects each for PART 1 and PART 2
  • A candidate may take all or at least two (2) of the six (6) subjects in the respective part at one sitting and be given credits for the subjects passed which shall lapse at the end of the third year
  • A pass in all the six (6) subjects in PART 1 makes the candidate eligible for PART 2. Candidates must take the PART 2 examination not later than five (5) years after passing all the subjects in PART 1 examination
  • Candidates will be conferred the Diploma In Estate Agency by BOVAEP once he/she passes all the subjects in PART 2 and he/she will be eligible for the Test of Professional Competence
  • Each subject consists of seven (7) or eight (8) questions and candidates will be required to answer 4 questions from the former and five (5) questions from the latter. The format of all the questions will be of a subjective nature and the same comprises of theoretical and problematic questions
  • The candidate may answer the Estate Agent Examination questions in Bahasa Malaysia or English Language
  • The PASSING MARK for each subject of the Estate Agent Examination shall be 50%

Results

  • The Registrar of BOVAEP will notify each and every candidate immediately after the results of the Estate Agent Examination has been decided by BOVAEP
  • Any candidate dissatisfied with the marking of his/her answer papers may appeal to BOVAEP within 1 month of notification of the results. The appeal should be submitted together with the fee of RM100.00 per subject, which is non-refundable

Withdrawing From The Examination

  • Candidates can withdraw from the Estate Agent Examination at any time but not within four (4) weeks before the said Estate Agent Examination and 50% of their fees will be forfeited
  • Candidates withdrawing within four (4) weeks of the Estate Agent Examination will have 100% of their examination fees forfeited
  • Candidates absenting themselves from the whole examination will have 100% of their examination fees forfeited unless they can produce Medical Certificate certifying their illness, which renders themselves incapable of sitting for the examination. In these cases, the refund of the fees is at the discretion of BOVAEP
  • The examination fees paid cannot be carried forward to a subsequent examination

Fees

  • The fees per subject is RM50.00 and the processing fee is RM50.00

General Instructions

  • Candidates are to conduct themselves properly at all times since the Examination Centre is made available through the courtesy of the authorities concerned
  • Candidates must bring along their identity cards or other forms of identification at all times
  • Candidates will be supplied with BOVAEP’s Examination pad for their Answer Script
  • Candidates will need to equip themselves with:
    Pens, pencils, erasers, drawing instruments and calculators (non-programmable)
  • Each candidate will be assigned an index number which will be used throughout the examination
  • Candidates are, at the end of each paper, permitted to remove the question papers, plans or drawings from the examination room provided answers are NOT required to be written on them
  • Smoking is NOT permitted in the Examination Hall
  • Candidates should be dressed properly. Candidates wearing Shorts, T-shirts or Slippers will NOT be permitted to enter into the Examination Hall
  • Candidates are NOT permitted to bring into Examination Hall their handphones

In Malaysia, there are several pathways to become a Real Estate Agent. You can either follow the academic path, i.e. getting a university degree or college diploma qualification recognised by the Board of Valuers, Appraisers, Estate Agents and Property Managers Malaysia (BOVAEP) or you can take the professional examinations path, i.e. passing the professional examinations recognised by BOVAEP.

Once you have obtained the the right qualification, you need to register as a Probationary Estate Agent and pass the Test of Professional Competence (TPC). The Test of Professional Competence consists of your Working Diary, Task 1, Task 2 and the Record of Experience. There will be a final TPC interview before you are granted an Authority to Practice as Estate Agent. You will receive your Real Estate Agent License after completing these steps.

The passing mark for each paper is 50. You will need to pass all six Part 1 papers before you can proceed to take the Part 2 papers. Once you have passed the six Part 2 papers, you are deemed to have passed the BOVAEP Estate Agent Examination.

Candidates may complete the course within two (2) years under the current syllabus and take up to seven (7) years to complete it.

Candidates are given up to 3 attempts within 3 years to complete the  BOVAEP Part 1 Estate Agent Examination, and up to 3 attempts within 4 years to complete the BOVAEP Part 2 Estate Agent Examination.

BOVAEP has stated that the minimum entry requirements for the BOVAEP Estate Agent Examination are:

  • 5 passes in SPM or equivalent qualification
  • 3 credits, with at least one of the credits in Mathematics, Science, Accounts or Commerce
  • A pass in Bahasa Malaysia is compulsory

Candidates with other qualifications will need to check and enquire with BOVAEP before they are allowed to take the Estate Agent Examinations.

Upon passing the BOVAEP Estate Agent Examination, you will be awarded a Diploma in Estate Agency by the Board of Valuers, Appraisers, Estate Agents and Property Managers Malaysia (BOVAEP). There will be a convocation held for the award ceremony.

If you were to undertake a Diploma in Real Estate from a local college, it means that you will be following the college’s syllabus, subjected to assignments and internal examinations. Normally, students will have to go through a 3 year program to graduate.

On the other hand, BOVAEP Estate Agent Examination is a professional examination meant for working adults who do not have a degree or diploma in real estate recognised by BOVAEP. The Estate Agent Examination is 100% written examination and there are no assignments. At the moment, the examinations are conducted once a year only, normally in the month of August. If you missed the examinations, you will have to wait for the following year.

There are two parts to the BOVAEP Estate Agent Examination, i.e Part 1 and Part 2, each having six (6) subjects.

The Diploma in Estate Agency is awarded by the Board of Valuers, Appraisers, Estate Agents and Property Managers Malaysia. They are also responsible for preparing the Estate Agency Diploma Examinations. In Malaysia, the law requires every Real Estate Agency to be run by a Licensed Estate Agent. It is a recognition by the Board that the individual’s knowledge and skills have reached a professional level. Licence holders may setup their own agencies and receive full compensation for their own transactions too. Each Licensed Estate Agent may recruit up to a maximum of 50 negotiators to work under his or her supervision. Individuals who wish to practice without a license may join a real estate agency as a real estate negotiator. They however will be required to pay a significant portion of their professional fees to the agency. They are also not allowed to recruit personnel.
